  • Peter Latchford
    Chair of Urban Living Delivery Board
    Chief Executive of Black Radley Ltd

    For the past nine years, Peter has been Chief Executive of Black Radley Ltd, the management consultancy business specialising in complex project management, organisational effectiveness and public sector troubleshooting. Previously, he worked at Chief Executive and Director level in both the public and private sectors. Peter is also currently Vice Chair of the Community Development Foundation, Chair of the Healthcare Improvement Partnership (Wolverhampton & Walsall) and a Visiting Professor of Enterprise at the University of Central England.

  • Councillor John Lines
    Cabinet Member for Housing, Birmingham City Council

    Councillor Lines has represented the Bartley Green Ward Since 1982 and has maintained a long history of commitment to housing issues in Birmingham. In June 2004 he was appointed Cabinet Member for Housing for Birmingham City Council and has continued in post following re-election in June 2007. Within this role he has continued to value the views of tenants and leaseholders and support their involvement in the housing service. Councillor Lines is portfolio holder for housing with West Midlands Local Government Association. He is also Chairman of both the Regional Housing Partnership and Regional Housing Executive for the region.

  • Councillor Bob Badham
    Cabinet member for Regeneration and Transport, Sandwell MBC

    Councillor Badham has been a Sandwell MBC Councillor for 31 years and he is currently the Cabinet Member for Regeneration and Transport. His full-time occupation is Health and Safety Officer at the Engineering School of Birmingham University. He specialises in planning, redevelopment and regeneration and he is the past Chair of the Planning Committee. He has a vast amount of experience in community development and he is the past Chair of Sandwell Council for Racial Equality. He is the past Mayor of Sandwell and was awarded the MBE for services to Education and Science.

  • Elaine Elkington
    Acting Strategic Director - Housing and Constituencies for Birmingham City Council

    Elaine Elkington was appointed Director of Housing at Birmingham City Council since September 2004. She is responsible for the largest housing service in the UK with provision of services to 73,000 Council owned properties. Previously, Elaine was Director of Regeneration and Housing at the London Borough of Hammersmith and Fulham, responsible for delivering a range of affordable housing products. Her portfolio included town centre management, European Funding and Business Improvement districts. Born and educated in Birmingham to the age of 18, Elaine studied law at University College London and College of Law, Lancaster Gate. She joined local government in 1983. In February 2007 her role was extended to cover responsibility for all local services delivered through Birmingham's 10 Constituencies. She is a fellow of the Chartered Institute of Housing.

  • Peter Jones
    Head of Investment, Housing Corporation

    Peter has worked in the housing sector for over 20 years. Prior to joining the Housing Corporation, he worked in a local authority and was involved in the delivery of services to tenants and strategy development and implementation. He has working in both the East and West Midlands for the Housing Corporation and currently leads the Regional Investment team from their Wolverhampton office. He currently sits on the West Midlands Regional Housing Board.

  • Steve Gregory
    Executive Director, Urban Regeneration, Sandwell MBC

    As Executive Director of Urban Regeneration, Steve's responsibilities include strategic and local planning and the management of the Council's corporate estate, housing strategy and regeneration. Steve is also responsible for the transport infrastructure and policy, and for Environmental Services and highways. He is also a member of the West Midlands Regional Housing Board.

  • Jim Shaw
    Partnerships Manager for Sandwell, Advantage West Midlands

    Jim Joined Advantage West Midlands in 2003 as Senior Business Relationships Manager looking after strategic businesses across the West Midlands. He joined from the private sector after a successful career in the I.T. Industry, where he held various positions in Sales, Marketing, Product Development and Business Development, at National, European and Global levels. After leaving Oracle, he helped with business start-ups and lectured in Business Planning. Jim has lived in the Black Country for over 20 years, 13 of these as a Special Constable.

  • Jean Templeton
    Chief Executive, St Basils

    Jean Templeton is Birmingham Strategic Partnerhsip(BSP) representative on Urban Living Board and is a member of the City Housing Partnership Exec Board. She has been Chief Executive of St Basils in Birmingham since March 2000.

    She currently chairs the regional Homelessness Strategy Implementation Group and the regional Refugee Partnership and is a member of the Regional Housing Executive. Jean is a member of CLG’s national Homelessness Strategy Steering group and Supporting People expert reference group.

  • Sandra Spence
    Chief Executive, Black Country Housing

    Sandra has worked in housing for nearly 30 years, becoming Chief Executive of Black Country Housing in 1990. She is a member Sandwell’s Local Strategic Partnership. She is also a Director of the Black Country Consortium and is a member of the Urban Living Collaborative Board.

  • David Rhead
    Senior Regeneration Manager, English Partnerships

    David joined English Partnerships (EP) in 1998, and was appointed as Senior Regeneration Manager in 2003 within the Agency's North West & West Midlands Regional Team to work on ODPM's Sustainable Communities Plan and lead on a number of strategic interventions. He previously worked as EP's Engineering Manager, joining the Agency from the Black Country Urban Development Corporation where he led a team managing its projects' programme, having earlier fulfilled a number of roles within Severn Trent Water. He is a Chartered Engineer, and serves as a trustee for the Black Country Enterprise Loan Fund.
